Is this broken? How are users supposed to edit a recipe if they mistakenly submitted incorrect information?
Did you create a Submit/Edit recipe page using the Submit recipe page template? After you do please them go to Appearance -> Theme options -> Page settings and set the Submit recipes page from the respective dropdown.
Users can see recipes they have submitted, and click to edit the recipe:
